มีผู้กล่าวว่า Alexander Fraser Tytler หรือ Lord Woodhouselee (1747-1813) เป็นผู้เขียนไว้ใน The Fall of Athenian Republic การล่มสลายของสาธารณรัฐเอเธนส์ (ต้นแบบประชาธิปไตย) ว่า
A democracy is always temporary in nature; it simply cannot exist as a permanent form of government. A democracy will continue to exist up until the time that voters discover that they can vote themselves generous gifts from the public treasury. From that moment on, the majority always votes for the candidates who promise the most benefits from the public treasury, with the result that every democracy will finally collapse due to loose fiscal policy, which is always followed by a dictatorship.
กล่าวโดยย่อ คือประชาธิปไตยล่มสลายด้วยประชานิยม ผู้ออกเสียงลงคะแนนเองนั่นแหละ ที่เลือกทำลายประชาธิปไตยโดยการโหวตให้กับคนที่สัญญาว่าจะให้สูงสุด สถานการณ์แบบนี้ มักจบลงด้วยการปกครองแบบเผด็จการอยู่เสมอๆ

- From apathy to dependence; (จากการขาดความเอาใจใส่ สู่ภาวะที่ช่วยตัวเองไม่ได้)
- From dependence back into bondage. (จากภาวะช่วยตัวเองไม่ได้ ย้อนกลับสู่ความผูกพัน)
