แผนยุทธศาสตร์ เป็นแผนที่มีผู้มีส่วนได้เสียมากมาย …….การระดมสมองเป็นเรื่องทำสำคัญเกินกว่ามองข้าม
ช่วงนี้ได้เข้าร่วมการระดมสมองเพื่อจัดทำแผนยุทธศาสตร์หลายๆ ครั้ง ไม่มีความสุขกับการระดมสมองเท่าไรนักด้วยเหตุต่างๆ นักการหนิงจึงอยากแลกเปลี่ยนเรียนรู้หรือถอดบทเรียนมาเล่าสู่กันฟัง ดังนี้
(1)ผู้นำในการระดมสมองควรใช้เทคนิค มาช่วยที่ทำให้ทุกความคิดมีความหมายอย่างแท้จริง อย่างที่วิทยากรโปรยบนเวที การระดมสมองจึงจะไม่เป็นลักษณะใครพูดมาก ใครเสียงดัง ใครมีตำแหน่งใหญ่โตความคิดของคนนั้นก็จะกลบทับความคิดของผู้อื่น
ทำไมต้องใช้เทคนิคเข้ามาช่วย ……. วัฒนธรรมองค์กร วัฒนธรรมคนไทย เป็นอุปสรรคต่อการระดมสมอง หรือไม่…การเป็นผู้น้อยต้องฟังผู้ใหญ่ ผู้ใหญ่ทำอะไรไม่ผิด ผู้น้อยต้องฟังคำสั่งผู้ใหญ่ ผู้น้อยที่มีความคิดเป็นของตัวเองเป็นพวกหัวแข็ง และกฎที่เราได้ยินตลอดเวลาของการทำงาน คือ กฎข้อที่ 1. ผู้บังคับบัญชาทำอะไรไม่ผิด 2.ถ้าผู้บังคับบัญชาทำผิดให้กลับไปอ่านกฎข้อที่ 1 เหล่านี้เป็นอุปสรรคต่อการระดมสมองไหมหนอ …………… และเทคนิคใดจะเหมาะสมในการใช้ระดมสมองหน้อ
(2) หากมีห้องเล็กๆ ที่จะแบ่งกลุ่มนั่งล้อมวงคุยกันได้ควรใช้ให้เป็นประโยชน์
(3) หลีกเลี่ยงการพูดคุย การแสดงความคิดเห็นผ่านไมโครโฟน….. ที่ทำให้เด็กๆ ที่มีความคิดดีๆ ซึ่งไม่กล้าแสดงความคิดเห็นอยู่แล้ว มาเจอไมโครโฟน
(4) หลีกเลี่ยงการจัดรูปแบบของการนั่งระดมสมอง เช่นการนั่งยาวๆ ซึ่งไม่เอื้อต่อการระดมสมอง… เพราะหัวโต๊ะ กลาง และท้ายสื่อกันไม่ถึง
(5) ทีมวิทยากรกระบวนการหรือผู้รับผิดชอบในการระดมสมองคุยกันให้ชัดเจน
(6) โจทก์ควรชัดเจน
(7) แผนยุทธศาสตร์ขององค์กรเป็นสิ่งสำคัญ เป็นการชี้เป้าหมาย และเส้นทางการเดินสู่เป้าหมาย กระบวนการไม่ควรเร่งรัดเพียงแล้วเสร็จ กระบวนการควรเข้มข้น …….. กระบวนการในแต่ละขั้นตอนควรซ้ำเพื่อให้เกิดการตกผลึกและรอบด้าน
(8) ควรใช้ข้อมูลเป็นฐานในการพิจารณามากกว่าการใช้ความรู้สึก
(9) การให้หน่วยงานทางวิชาการภายนอกองค์กรมาช่วยจัดทำ…….. หน่วยงานนั้นควรต้องเรียนรู้และเข้าใจบริบทของท้องถิ่น
(10) ทีมหลักควรเรียนรู้การทำงานจากหน่วยงานภายนอก
(11) กรณีเกิดความผิดพลาดในการพิจารณา ไม่ควรดันทุรังเพียงเพื่อให้แล้วเสร็จตามระยะเวลา ควรกลับมาทบทวนแก้ไขแล้วจึงดำเนินกระบวนการต่อไป
(12) การระดมสมองคือการนำสมองของคนหลายๆ คนมารวมกัน ……. ดังนั้น หากเพียงคน สองคน สามคน สี่คน จะน้อยไปไหม
(13) วัตถุประสงค์ของยุทธศาตร์ มีความคาบเกี่ยว เกี่ยวเนื่อง เกี่ยวพันกับหลายๆ หน่วยงาน ..ควรนำสู่เวทีที่ผู้เข้าร่วมที่มีความเกี่ยวข้องให้ครบถ้วน อีกทั้งควรเปิดพื้นที่ให้มีคนอื่นๆ ได้เข้ามามีส่วนร่วม

หลายครั้งของการทำแผนยุทธศาสตร์ เบิร์ดนั่งขมวดคิ้ว เพราะ
1. ไม่เข้าใจบริบทของแผนอย่างถ่องแท้ เนื่องจากไม่มีเวลาให้ตกผลึก เบิร์ดเห็นตัวเองว่าคิดช้า ถ้าต้องการอบรมเช้าแล้วเขียนแผนเสร็จบ่าย.. ขอคนอื่นแล้วกัน เพราะยังโยงไม่หมด เห็นภาพไม่ชัด แล้วจะให้เขียนยังไง(ฟะ) แถมการเอาหลายๆหน่วยงานมานั่งรวมกันนั้น ขอเวลาศึกษาก่อนได้มั้ยว่า”งาน”ของแต่ละหน่วยที่เกี่ยวข้อง(หรือที่ถูกเชิญมาเกี่ยวข้อง)ทำอันหยังกันบ้าง
2. ผู้นำในการทำแผนยังไม่ชัดเลยว่าสิ่งที่่ทำๆอยู่นั้นมีประโยชน์อะไรบ้าง ดูไปดูมายังกะอะไรก็ได้แต่ให้หน่วยงานตัวเองมีส่วนเอี่ยวผลงานมากที่สุดละกันไปเสียนี่ หรือเป็นการทำแผนแบบคาดว่าอนาคต”ต้อง”ทำแน่ ดังนั้น ทำๆไปก่อนเหอะน่าเวลาเค้ามาตรวจจะได้มีให้ดูว่า”ทำแล้ว”นะจ๊ะ หรือผู้นำก็ยังไม่สามารถตีแตกให้เข้าใจได้ว่าแผนยุทธศาสตร์คืออะไร เริ่มยังไง ไปที่ไหน
3. จำเป็นมั้ยต้องมีหลายข้อ มีอยู่ครั้งหนึ่งมีตั้ง 24 ยุทธศาสตร์ !!! แค่เห็นก็มึนแล้วค่ะพี่หนิง
*** สำคัญที่สุดคือเป็นการระดมสมองที่ไม่มีความสุขมากๆ ขนาดพิจารณาตัวเองตลอดเวลาที่อึดอัดก็ยังพบว่าบ่ไหวฮ่ะ…ทำไมเราไม่ระดมสมองแบบผ่อนคลายน้า เวลาที่เรามีความสุข นั่งสบายๆ ความคิดแล่นฉิวๆเลยนะเนี่ย (ความผ่อนคลายไม่ใช่การไปเที่ยว เนาะคะพี่หนิง)

ชอบคำแนะนำข้อ (3) ครับ ไมโครโฟนทำให้เมาได้ กับทำให้เสียเวลากับเรื่องไม่เป็นเรื่องได้มากเหมือนกัน ถ้าพูดกันด้วยเสียงธรรมชาติไม่ได้ยิน บางทีองค์ประชุมอาจจะใหญ่เกินไปสำหรับการประชุมแล้วด้วยซ้ำ

ไมโครโฟนทำให้คนเมา…กับทำให้เสียเวลากับเรื่องที่ไม่เป็นเรื่องได้มากเหมือนกัน และทำให้ท่านประธานหน้าแตกมานักหนาแล้ว..อิอิ
ถ้าเป็นการประชุมอย่างอื่น …เช่น ประชุมประจำเดือนนี้..นักการหนิงยังไม่ค่อยปวดใจ
แต่นี่เป็นการทำแผนยุทธศาสตร์…ซึ่งจะเป็นตัวชี้ว่าอีก 4 ปีข้างหน้าเราจะเดินไปกันทางไหน… การระดมสมองและการมีส่วนร่วมจึงมีความสำคัญมากๆ ค่ะ …หาใช่การทำให้เสร็จ
แม้กระทั่งการทำโครงการเชิงยุทธศาสตร์… มีส่วนการงานหนึ่ง เข้าประชุมเพียงหนึ่งคนแล้วคิดโครงการได้ 5-6 โครงการ.
เอ๊ะแล้วอย่างนี้เป็นการระดมสมองไหมน้อ…. น้องที่เข้าร่วมประชุม…เขาจะเอ๊ะไหมน้อว่า เรื่องสำคัญอย่างนี้ทำไมจึงให้เขาทำคนเดียว..
การระดมสมอง ถ้าวงสนทนานั้นไม่อาจระดมสมองได้อย่างที่ควรจะเป็น ทีมผู้รับผิดชอบควรต้องมีบทบาทในฐานะวิทยากรกระบวนการไหมหนอ…. หรือปล่อยให้มันเป็นไปเช่นนั้น
การทำแผนยุทธศาตร์ ที่ละเลยเรื่องราวอะไรหลายๆ อย่าง เป็นการทำร้ายองค์กร และทำร้ายประชาชนหรือเปล่า …
พี่รอกอดคะ นักการหนิงเก็บเรื่องราวที่เกิดขึ้นช่วงนี้และมาคิดใคร่ครวญในฐานะที่เป็นคนในองค์กรและเป็นประชาชนผู้มีส่วนได้ส่วนเสียกับแผนยุทธศาสตร์นี้… จึงเกิดความอึดอัดและกังวลใจ .. จึงอยากแลกเปลี่ยนเรียนรู้และบันทึกไว้เป็นองค์ความรู้สำหรับตัวเองและผู้อ่านทั่วๆ ไป … ข้อเขียนข้อคิดนี้อาจจริงจังไปนิดหนึ่ง…แต่ก็ดีใจที่อย่างน้อยเป็นสื่อสำหรับผู้อ่าน..และอย่างน้อยที่สุดสำหรับข้อเตือนใจของตัวเอง.. ในการทำงานต่อๆ ไป
