หัวข้อนี้ เป็นการบรรยายของท่านองคมนตรี ศ. เกียรติคุณ นพ. เกษม วัฒนชัย ค่ะ

ท่านองคมนตรีเกริ่นด้วยเตือนสติว่า อย่าไปหลงทางกับการตีความคำ ต้องเข้าใจว่า แกนกลางของการศึกษาคือต้องเพื่อประโยชน์ของบ้านเมือง หลักการของการศึกษาแนวนี้คือ ระบบการศึกษาให้ได้คนดีที่สุด เก่งที่สุดมาช่วยบ้านเมือง สามารถปรับตัวเพื่อรองรับการเปลี่ยนแปลง

  • การจัดการศึกษาเพื่อพัฒนาประเทศมีหลักใหญ่ๆ เป็นการพัฒนาเศรษฐกิจ “กินดี อยู่ดี” การศึกษาที่ไม่พัฒนาก็จะเป็น กู้กิน กู้อยู่ รอรับความช่วยเหลือจนช่วยตัวเองไม่ได้

พัฒนาสังคมให้มี “คุณธรรม สันติสุข” พัฒนาระบบการเมืองให้เป็น “ธรรมาธิปไตย” อนุรักษ์ทรัพยากรธรรมชาติและสิ่งแวดล้อมให้ “สมดุลและยั่งยืน” สืบสานภาษาขศิลปะ และวัฒนธรรม สร้างความเข้มแข็งแก่ประเทศในยุคโลกาภิวัฒน์

  • ท่านเน้นความรับผิดชอบของมหาวิทยาลัยต่อสังคม (University Social responsibility) และพันธกิจของมหาวิทยาลัย ๖ ประการ คือ ๑) ผลิตความรู้-เทคโนโลยี ๒) ผลติบัณฑิต ๓) บริการวิชาการแก่สังคม ๔) เสนอทางเลือกแก่ประชาชน  ๕) สนับสนุนการศึกษาระดับอื่น และ ๖) ทำนุบำรุงวัฒนธรรมและธรรมชาติ

ประเด็นที่น่าสนใจคือการที่ต้องกลับมาถามตัวเองว่ากำลังทำอะไร สิ่งที่ทำมุ่งตอบสนองประโยชน์ของบ้านเมืองอย่างไร และที่กำลังมุ่งหน้าไปนี้มีพันธมิตรทางการศึกษาอย่างไร ทั้งในระดับมหาวิทยาลัยด้วยกัน และกับการศึกษาทุกระดับ

  • อีกหัวข้อในช่วงเดียวกันนี้ คือเรื่อง ASEAN IN TRANSITION

อาจารย์เล่าที่มาของอาเซียน และการเป็น ASEAN community 2015 ที่จะเป็น “one vision one identity one community”

โดยมี 3 Pillars

  1. ASEAN Political-Security Community (APSC)
  2. ASEAN Economic Community (AEC)
  3. ASEAN Socio-Cultural Community (ASCC)

ซึ่งประเทศไทยเกือบในทุกภาคส่วน(รวมทั้งวงการศึกษา)ไม่ค่อยสนใจ APSC และ ASCC  แต่กลับมุ่งไปเรื่องเดียวคือ AEC

ประเด็นที่น่าสนใจคือ ในเรื่อง ASCC นั้น เขาตั้งคุณลักษณะที่มีรายละเอียดที่อยากบันทึกไว้คือ

A. Human development

A1   Advancing and prioritizing education
A2   Investing in human resource development
A3   Promotion of decent work (place, culture, safety, health)
A4   Promoting information and communication technology
A5   Facilitating access to applied science and technology
A6   Strengthening entrepreneurship skills for women,youth, elderly and persons with disabilities
A7   Building civil service capability

B. Social welfare and protection

B1   Poverty alleviation
B2   Social safety net and protection from the negative impacts of integration and globalization
B3   Enhancing food security and safety
B4   Access to health care and promotion of healthy lifestyles
B5   Improving capacity to control communicable diseases
B6   Ensuring a drug-free ASEAN
B7  Building diaster-resilient nations and safer communities

C. Social justice and rights

C1   promotion and protection of the rights and welfare of women, children, the elderly, and persons with disabilities
C2   Protection and promotion of the rights of migraint workers
C3   Promoting corporate social responsibility

D.  Ensuring environmental sustainability

D1   Addressing global environment issues
D2   Managing and preventing transboundary environmental pollution
D3   Promoting sustainable development through environmental education and public participation
D4   Promoting environmentally sound technology
D5   Promoting quality living standards in ASEAN cities/ urban areas
D6   Harmonizing environmental policies and databases
D7   Promoting the sustainable use of coastal and marine environment
D8   Promoting sustainable management of natural resources and biodiversity
D9  Pomoting sustainability of water resources
D10 Responding to climate changes and addressing its impacts
D11  Promoting sustainable forest management

E. Building ASEAN Identity

E1   Promotion of ASEAN awareness and a sense of community
E2   Preservation and promotion of ASEAN cultural heritage
E3   Promotion of cultural creativity and industry
E4   Engagement with the community

F.  Narrowing the development gap

ประเด็นที่ต้องกลับมาถามตัวเองเช่นกันคือ อีก 3 ปี ประเทศไทยจะทันต่อการเปลี่ยนแปลงและดำเนินตามข้อคุณลักษณะเหล่านี้ได้อย่างไร ดูน่าหนักใจไปเกือบทุกเรื่อง…หากไม่เริ่มต้นวันนี้จะยังมีพื้นที่ให้ไทยยืนในอาเซียนอย่างไร

  • สุดท้าย ท่านองคมนตรีขมวด The big challenge คือ

เมื่อมองกว้างๆ เห็นภาพใหญ่แล้ว ก็คงเป็น Big challenge ของทุกๆคน

ในทุกสาขาวิชาชีพ ที่จะต้องหันกลับมาทบทวนจุดที่ยืนอยู่ สะท้อนคิดตัวเอง ครอบครัว และสังคมรอบข้างว่า ได้ทำอะไรหรือยังต่อการที่จะทำให้เกิดสมดุลและสันติสุข บนพื้นฐานของ free and fair, clean and green, care and share ทั้งในตัวเราเองและสังคมโดยรวม

เมื่อยังคิดไม่ออก บางทีเราอาจจะต้องเริ่มต้นง่ายๆ จากคำถามสั้นๆ ว่า วันนี้ทำความสะอาดใจของตัวเราเองหรือยัง…..มั้งนะ
