แต่จะเน้นเรื่องสิ่งที่ประชาชนควรรู้และปฏิบัติ จริงๆต้องใช้คำว่าต้องรู้และต้องปฏิบัติ ซึ่งประกอบด้วย
1. ของขายได้
2. การทำปุ๋ยหมัก
3. ถังขยะของตัวเอง
4. ถนนหรือชุมชนปลอดถัง
5. การลดความถี่ในการเก็บรวบรวมขยะ
6. การจ่ายค่าธรรมเนียมขยะมูลฝอย
วิธีการอบรมก็จะเน้นการมีส่วนร่วมของผู้เข้ารับการอบรมเป็นสำคัญ มีการบรรยายน้อยมาก วิทยากรจะบรรยายและเสริมเนื้อหาที่จำเป็นเท่านั้น นอกนั้นจะเป็นการระดมสมองและเรียนรู้ร่วมกันอย่างสนุกสนานและมีความสุข
ได้ทำการทดสอบหลักสูตร 2 ครั้ง ครั้งแรกปี พ.ศ. 2546 โดยเชิญเทศบาลใกล้เคียงที่สนใจเรื่องการจัดการขยะมูลฝอยมาเข้ารับการอบรม ( ทม.บางมูลนาก จ.พิจิตร ทม.สุโขทัย ทต.ศรีสำโรง จ.สุโขทัย ทม.ตาก ทม.ชัยนาท ทม.สวรรคโลก จ.สุโขทัย )
ครั้งที่ 2 ปี พ.ศ. 2547 ทดสอบกับผู้บริหารและพนักงานของเทศบาลนครพิษณุโลก
โดยมีข้อแม้ว่าเทศบาลที่จะเข้ารับการอบรมต้องเข้ารับการอบรมทั้ง 3 ระดับ ถ้าระดับผู้บริหารไม่ให้ความสนใจ ไม่ร่วมมือในการอบรม ทางโครงการก็ขอยกเลิกการอบรมระดับต่อไปของเทศบาลนั้นๆ เพราะจัดไปก็ไม่มีประโยชน์ถ้าผู้บริหารไม่สนใจ ไม่ให้ความสำคัญ
ในการทดสอบฝึกอบรมทั้ง 2 ครั้ง ก็ได้มีการปรับปรุงเนื้อหา ตารางการอบรม ขั้นตอนการอบรม เอกสารต่างๆที่ใช้ในการอบรม กิจกรรม แบบฝึกหัด ให้เหมาะสมยิ่งขึ้น
ปัญหาต่อไปก็คือ โครงการ การจัดการขยะมูลฝอยของชุมชนเมือง เทศบาลเมืองพิษณุโลก ซึ่งเป็นโครงการที่เทศบาลนครพิษณุโลกได้รับการสนับสนุนจาก สำนักงานให้ความร่วมมือทางวิชาการของสหพันธรัฐเยอรมัน – GTZ จะสิ้นสุดโครงการในเดือน กรกฎาคม 2550 นี้ ทำอย่างไร จึงจะมีการใช้หลักสูตรนี้ขยายผลไปยังองค์กรปกครองส่วนท้องถิ่นอื่นๆต่อไป
