ในต่างประเทศ องค์กรปกครองส่วนท้องถิ่นบางแห่งอาจไม่ต้องดำเนินการด้านการจัดการขยะเองแม้แต่ขั้นตอนเดียวเลยก็ได้ อาจจ้างบริษัทเอกชน หรือองค์กรปกครองส่วนท้องถิ่นอื่นให้เข้ามาเก็บขนขยะในพื้นที่ของตัวเอง นำไปยังสถานีขนถ่ายของอีกบริษัทหนึ่งหรือของอีกองค์กรปกครองส่วนท้องถิ่นหนึ่ง แล้วถ่ายลงรถบรรทุกนำไปยังหลุมฝังกลบขยะหรือโรงงานเผาขยะของอีกบริษัทหรือของอีกองค์กรปกครองส่วนท้องถิ่นหนึ่งก็ได้
ในส่วนขององค์กรปกครองส่วนท้องถิ่นที่ดำเนินการ อาจดำเนินการเองทั้งหมด หรือลงทุนร่วมกับบริษัทเอกชน หรือดำเนินการแบบสหการ ( หลายองค์กรปกครองส่วนท้องถิ่นดำเนินการร่วมกัน )
ในบ้านเรา เรื่อง Public/Private Partnerships ก็เป็นนโยบายของรัฐบาล ก็มีองค์กรปกครองส่วนท้องถิ่นที่ให้เอกชนดำเนินการเก็บขน ขนส่ง หรือกำจัดขยะอยู่บ้าง แต่ก็ยังมีน้อยอยู่ คงต้องส่งเสริมให้องค์กรธุรกิจเอกชนเข้ามามีบทบาทในการจัดการขยะมากขึ้น เพื่อเป็นทางเลือกให้กับองค์กรปกครองส่วนท้องถิ่นขนาดเล็กที่ยังไม่สามารถดำเนินการเองได้ เพราะปริมาณขยะมีน้อย ไม่คุ้มที่จะลงทุนและดำเนินการเอง
