ในการจัดการขยะมูลฝอยของเทศบาลนครพิษณุโลก ได้แบ่งความรู้และการจัดการออกเป็น 2 ส่วน ส่วนแรกคือความรู้ทางด้านเทคนิคและเทคโนโลยีในการจัดการขยะมูลฝอย เช่นการก่อสร้างหลุมฝังกลบขยะมูลฝอย การศึกษาวิจัยทางด้านวิชาการ การศึกษาความเป็นไปได้ของโครงการ การศึกษาความคุ้มค่าของการลงทุน ทางเลือกของโครงการ ซึ่งเป็นเรื่องของนักวิชาการและวิศวกรที่จะต้องทราบโดยละเอียด ชาวบ้านทั่วไปไม่จำเป็นต้องทราบรายละเอียดทางด้านเทคนิคมากนัก เช่นถ้าจะสร้างเตาเผาขยะจะต้องออกแบบอย่างไร ต้องเผาที่อุณหภูมิเท่าไหร่จึงจะไม่เกิดไดอ๊อกซินซึ่งเป็นสารก่อมะเร็ง ถ้าจะสร้างหลุมฝังกลบขยะจะต้องปูดินเหนียวหนาเท่าไหร่ ต้องบดอัดอย่างไรและต้องให้ได้คุณสมบัติอย่างไรเพื่อไม่ให้น้ำชะขยะปนเปื้อนน้ำใต้ดิน ต้องปูพลาสติกประเภทไหนซ้ำอีกเพื่อป้องกันการปนเปื้อนของน้ำใต้ดิน ชาวบ้านทั่วไปก็รู้แค่หลักการง่ายๆก็พอ ไม่ต้องรู้ละเอียดพิสดารเหมือนนักวิชาการหรือวิศวกรเขาหรอก
ในส่วนของชาวบ้าน ทางเทศบาลจะต้องขยันสื่อสาร ชี้แจงให้ประชาชนทราบ เข้าใจถึงแนวทางปฏิบัติ มีส่วนร่วมในการร่วมคิดร่วมทำกับเทศบาล เช่นจะช่วยกันลดการก่อให้เกิดขยะมูลฝอยได้อย่างไร ( Reduce ) จะช่วยกันแยกขยะประเภทต่างๆเพื่อนำกลับมาใช้ใหม่ได้อย่างไร ( Reuse , Recycle ) ให้ความร่วมมือในการชำระค่าธรรมเนียมขยะมูลฝอย เป็นต้น จริงๆแล้วอยากใช้คำว่าเป็นสิ่งที่ชาวบ้านทั่วไปต้องรู้และต้องปฏิบัติด้วยซ้ำไป
ที่มันยุ่งๆกันอยู่ในปัจจุบัน ก็อาจเป็นเพราะแนวนโยบายของผู้บริหารก็ไม่ชัดเจน ไม่สื่อสารชี้แจงให้ชาวบ้านทราบ และไม่ค่อยอยากให้ชาวบ้านมามีส่วนร่วม ชาวบ้านก็ดันอยากจะรู้เรื่องทางเทคนิคซึ่งเป็นเรื่องของนักวิชาการและวิศวกรเขา ไอ้เรื่องที่ตัวเองควรจะรู้ก็ไม่รู้ ควรจะทำก็ไม่ทำ เช่นอยากแยกขยะอันตราย ถามทุกวันว่าทำไมไม่ให้แยกขยะอันตราย แต่ของขายได้หรือขยะรีไซเคิลซึ่งคัดแยกได้ง่ายๆที่บ้านก็ไม่ยักกะทำ ค่าขยะก็ไม่ยอมจ่าย ทิ้งขยะล้นถังสกปรกไปทั่วเป็นต้น
ความจริงแล้วก็ไม่ใช่ความผิดของชาวบ้านหรอก เพราะถ้าทางเทศบาลไม่เคยพบปะพูดคุย ทำความเข้าใจกับชาวบ้าน ไม่เคยขอความร่วมมือจากชาวบ้านเลย ใครจะไปรู้ได้ว่าเทศบาลมีแนวคิดอย่างไร มีนโยบายอย่างไร อยากให้ชาวบ้านช่วยทำอะไร ไม่เคยได้ร่วมกันคิด ร่วมกันทำเลย
จากประสบการณ์ของเทศบาลนครพิษณุโลก ถ้าลงไปพบปะพูดคุย ทำความเข้าใจและขอความร่วมมือจากชาวบ้านแล้ว จะได้รับความร่วมมือดีมาก น่ารักมากเลย จนเป็นคำพูดที่ติดปากเวลาทีมงานมารายงานว่าชาวบ้านไม่ให้ความร่วมมือ จะบอกว่าเรื่องที่เป็นประโยชน์ต่อส่วนตัวและส่วนรวมอย่างนี้ มีแต่คนบ้ากับคนเมาเท่านั้นที่ไม่ให้ความร่วมมือ ทีมงานยังทำความเข้าใจกับ
ชาวบ้านไม่ดีพอ ให้กลับไปพูดคุยทำความเข้าใจใหม่ ก็ปรากฏว่าได้ผล ได้รับความร่วมมือที่ดีทุกครั้ง
เรื่องที่ชาวบ้านต้องรู้และต้องให้ความร่วมมือปฏิบัติ เบื้องต้นก็มีทั้งหมด 6 เรื่องเท่านั้น คือ
1. การคัดแยกของขายได้ ( ขยะรีไซเคิล ) ที่ระดับครัวเรือน
2.การคัดแยกขยะอินทรีย์หรือขยะชีวภาพเพื่อนำไปทำปุ๋ยหมัก ( ถ้าทำได้ )
3. การจัดหาถังขยะของแต่ละครัวเรือนเอง
4. การนำถังขยะออกมาตามเวลาจัดเก็บ ( ถนนปลอดถังหรือชุมชนปลอดถัง )
5. การลดความถี่ในการจัดเก็บขยะ
6. การชำระค่าธรรมเนียมขยะมูลฝอย
ฟังดูก็ง่ายๆนะครับ แต่ท้องถิ่นไหนทำได้แค่นี้ก็คงจะสะอาดทั้งเมืองแหละครับ แต่เวลาปฏิบัติจริงก็คงต้องใช้ความพยายาม ใช้ความรู้ความสามารถ แต่ที่สำคัญที่สุดก็คือศรัทธาความเชื่อที่มีต่อกระบวนการการมีส่วนร่วมของประชาชน ซึ่งหลังจากทำงานตามแนวทางนี้มาถึง 12 ปี ก็เริ่มเห็นผลงาน และยังสามารถนำไปประยุกต์ใช้กับงานด้านอื่นๆได้อย่างมีประสิทธิภาพอีกด้วย
