การมีส่วนร่วมของประชาชน
การทำงานของเทศบาลนครพิษณุโลก จะเน้นที่การมีส่วนร่วมของประชาชน นอกจากจะให้ประชาชนร่วมคิด เช่นการให้ประชาชนมีส่วนในการทำแผนพัฒนาเทศบาลแล้ว ยังได้ขยายลงไปถึงการทำแผนพัฒนาชุมชนประจำปี ซึ่งเป็นการจัดทำประชาคม ให้สมาชิกในชุมชนมีส่วนร่วมในการทำแผนพัฒนาชุมชนของตัวเองและได้เรียงลำดับความสำคัญหรือความต้องการของชุมชนนั้นๆไว้ด้วย ทางเทศบาลก็ได้นำเอาแผนดังกล่าวไปใช้ประกอบในการพิจารณาทำแผนพัฒนาเทศบาล
ในการจะออกเทศบัญญัติการเลี้ยงและการปล่อยสุนัข ทางเทศบาลก็ได้จัดทำประชาคมเพื่อให้ประชาชนได้มาร่วมแสดงความคิดเห็นกันถึงสามครั้ง ทางผู้บริหาร สมาชิกสภาเทศบาลและพนักงานเทศบาลก็ได้รวบรวมความคิดเห็นต่างๆ รวมทั้งข้อเสนอแนะไปใช้ประกอบในการพิจารณายกร่างเทศบัญญัติฯ และหลังจากยกร่างเสร็จก็จะมีการนำเสนอและรับฟังความคิดเห็นของประชาชนอีกครั้งก่อนที่นำเข้าสู่สภาเพื่อให้สภาเทศบาลให้ความเห็นชอบประกาศใช้เป็นเทศบัญญัติต่อไป
ประชาชนยังมีส่วนในการร่วมทำ ตัวอย่างเช่นการจัดการขยะมูลฝอยของเทศบาล สมัยก่อนเทศบาลมีรถขยะประมาณ 30 คัน มีเจ้าหน้าที่ปฏิบัติงานอยู่ประมาณ 100 กว่าคน แต่บ้านเมืองก็ยังสกปรก แถมยังเก็บค่าธรรมเนียมขยะมูลฝอยได้น้อย คือเก็บได้เพียงปีละประมาณ 5 แสนบาท ปัจจุบันมีรถขยะอยู่แค่ 17 คัน ( แถมยังเป็นรถสำรองถึง 2 คัน ) เจ้าหน้าที่เหลืออยู่แค่ 70 คน แต่บ้านเมืองสะอาดขึ้น สามารถเก็บค่าธรรมเนียมขยะมูลฝอยได้มากขึ้นถึงปีละเกือบ 10 ล้านบาท
การที่สามารถทำเช่นนี้ได้ส่วนหนึ่งอาจเป็นเพราะเจ้าหน้าที่มีประสิทธิภาพสูงขึ้น แต่ที่สำคัญที่สุดเกิดจากการที่เทศบาลได้ให้โอกาสประชาชนเข้ามามีส่วนร่วมในการจัดการขยะมูลฝอย
ประชาชนเข้ามามีส่วนร่วมตั้งแต่ขั้นตอนการวางแผน ทางเทศบาลได้มีการจัดทำแผนเฉพาะการจัดการขยะมูลฝอยของเทศบาล โดยให้ประชาชนและผู้ที่เกี่ยวข้องทั้งหมดเข้ามามีส่วนร่วมในการทำแผน และได้เริ่มขยายการจัดทำแผนการจัดการขยะมูลฝอยลงในชุมชนบางแห่ง มีการอบรมให้ความรู้ด้านการจัดการขยะมูลฝอยแก่ประชาชนในชุมชนและกลุ่มต่างๆเช่น ชมรมสตรีอาสาพัฒนา กลุ่มผู้ประกอบการอาหาร นักธุรกิจ สถานศึกษาในพื้นที่ กลุ่มเยาชน กลุ่มออกกำลังกายเพื่อสุขภาพ ฯลฯ พร้อมทั้งขอความร่วมมือในการจัดการขยะมูลฝอย เช่นช่วยในการคัดแยกของขายได้ ( หรือขยะรีไซเคิล ) ระดับครัวเรือน ช่วยคัดแยกขยะอินทรีย์หรือขยะชีวภาพทำปุ๋ยหมักที่บ้านหรือร่วมมือกันทำระดับชุมชน ช่วยจัดหาถังขยะของแต่ละครัวเรือนเอง นำถังขยะออกมาให้สัมพันธ์กับเวลาจัดเก็บ ทำให้ชุมชนปลอดถังขยะหรือถนนปลอดถังขยะ เทศบาลสามารถลดความถี่ในการจัดเก็บขยะมูลฝอยลงได้ บางชุมชนนัดหมายเทศบาลมาเก็บขยะสัปดาห์ละครั้ง หรืออย่างน้อยก็สามารถลดลงได้เป็นวันเว้นวัน ทั้งยังให้ความร่วมมืออย่างดีในการชำระค่าธรรมเนียมขยะมูลฝอย
จากที่เล่าให้ฟังจะเห็นได้ว่า ถ้าผุ้บริหารเทศบาลเชื่อในการมีส่วนร่วมของประชาชน ก็จะสนใจและขยันที่จะสื่อสารทำความเข้าใจกับประชาชน รวมทั้งขอความร่วมมือประชาชน ถ้าประชาชนเข้าใจและเห็นประโยชน์ที่จะเกิดขึ้นทั้งต่อตนเองและส่วนรวม ก็จะให้ความร่วมมือเป็นอย่างดี ทำให้การงานต่างๆสำเร็จลุล่วงไปด้วยดี เป็นประโยชน์ต่อทุกฝ่าย
